Former Postal Worker Sentenced To 60 Months’ Imprisonment

R. Alexander Acosta, United States Attorney for the Southern District of Florida, and Jonathan I. Solomon, Special Agent in Charge, Federal Bureau of Investigation, Miami Field Division, announced that on Friday, July 29, 2006, defendant Lynn Clark Mann was sentenced before United States District Judge Daniel T. K. Hurley in West Palm Beach. Mann had previously plead guilty to one count of a three-count Indictment charging him with using the internet in an attempt to persuade a fourteen-year old girl to engage in sexual activity, in violation of Title 18, United States Code, Section 2422(b). Judge Hurley sentenced Mann to 60 months imprisonment, to be followed by five years of supervised release, and a $100 special assessment. Mann also was ordered to register as a sex offender and to have no unsupervised contact with children. Mann had previously consented to the destruction of the computer equipment used to commit these offenses.

Mann, a West Palm Beach resident, had been employed by the U.S. Postal Service prior to his arrest. The charges against Mann stem from an investigation by the Palm Beach Sheriff’s Office Computer Crimes Unit and the Federal Bureau of Investigation. A Sheriff’s Office Detective created an undercover on-line persona on Yahoo!, pretending to be a fourteen-year-old girl. Mann, using the screen name “clarkmann38,” made contact with the undercover detective and engaged in several sexually explicit on-line chats. Mann sent the undercover detective several still images of adults engaged in sexually explicit activity. Mann also transmitted sexually explicit images of himself via a webcam to the undercover detective. Mann asked to meet the undercover detective at a fast food restaurant on February 7, 2006, so that they could engage in sexual activity. On that date, federal and local law enforcement officers followed Mann as he traveled from his home to the prearranged meeting location, where they arrested Mann. A search warrant was later executed at his home and his computer equipment was seized. An examination of that equipment revealed the existence of images of child pornography.

The U.S. Attorney’s Office commended the investigative efforts of the Federal Bureau of Investigation and the Computer Crimes Unit of the Palm Beach County Sheriff’s Office for their joint efforts in protecting the children of Palm Beach County. The case was prosecuted by Assistant U.S. Attorney Ann Marie Villafana.
